There is an abondoned car. Contacted dvla for keeper. Response is:

Dvla does not have a curent registered keeper on record.  We hold no further information.

Can i apply to be keeper?

And being keeper dors it mean vehicle will belongs to me?

You can apply for a V5C in your name. The DVLA would write to the keeper they have on record to inform them that an application had been made. If the DVLA get no response within a few weeks they will issue a new V5C to you. As they don't appear to have a current keeper then it is likely you will get a V5C. All that says is you are the registered keeper, it does not make you the owner. Technically and in reality it would be theft.

I presume the vehicle is on private land and not on the public highway, otherwise it would probably have been towed away and scrapped. Seek out the owner of the land it is on and go down that route
I would remove it from the place it currently sits on apply for the V5 and do not touch it until you receive the V5 and then you should have the last registered keepers name, get in touch with them, tell them if they want it back they will have to remove from your premises within a reasonable period. If they want paying for it you could tell them that the cost of the vehicle will not cover the recovery/storage costs and you may well get a free car and the owner will probably be glad to be shot of it. You must get permission from the land owner or owner of the car before removing it as technically you can be charged with theft.

What's the car? What you planning on doing with it?

If it was for parts I'd be tempted to ask the land owner of where ever it is if you can have it and not tell the DVLA (Though I'm not suggesting you should do that)

From what you've said would you not end up being the first keeper as the DVLA seem to be saying they've no record of who's owned it? Failing that, and probably a waste of time, can you contact the dealer/manufacturer who first sold it?
