i think the intention was to teach him a lesson as a normal fine would be peanuts to him and not enforce the message/consequence that speeding through a village is wrong.

im sure if he got a £1000 fine he would just pay it and continue speeding through villages. which it sounds like he has done before.

if i had that kind of money i would be down the local race track every day rather than speeding through vilages.

Finland has the same system, and it seems to work well.

The idea is the fine is the same amount of 'pain' for rich or poor. Prison sentences are assumed to be equally unpleasant however much you earn so wealth isn't taken into account.

In Finland it's based on your income over the last year not what you get paid on the date of the offence.

Well if they're going to take bills out of that I could give them an income/expenditure sheet that shows them I'm £20 a month down...

True, but it's not like I live in a house and eat food to get out of a fine!
