I do think there should be some responsibility on behalf of the DVLA if you buy a cloned car which utilises a cloned V5 on a "lost" blank v5 document...

to re-issue new ones of a new design might be a good move but would probably cost them so it's easier to let people get screwed over...

Why don't they just do what the Japanese do?
Pass your test and get a registration number that is yours for life. Reg no is your's, VIN no is car's.
Two cars, two reg numbers belonging just to you..
Simple.
Instead we have a new reg no series every 6 months to drive new car sales up for snobs.
