bmw service history
bit of a long shot but worth a try
anyone work for bmw im after a service history print for a 1 series bmw that a mate has can provide the reg as required

i contacted the local bmw franchise who where no help what so ever ?

They'll normally only provide that information to the registered keeper, and sometimes ask you to bring in the V5 (and sometimes driving licence
too - with matching addresses). You'll have to speak to someone in the service department though, not any old customer service assistant [no
disrespect meant to anyone who does this as a job].
It is quite readily available information on the system, but sometimes they'll ask you why you want the information - when I did it years ago it
was because previous owner had lost the service book, so I ordered a new one from the parts department and asked the dealer to stamp it according to
their records which they happily did.
Artificial intelligence is no match for natural stupidity!
