registering a 20year old kit IVA????
a colleague has in his garage a 20year old part built Marlin kit, is there any grandfather rights on any leeway on compliance with IVA or any other
ways of enabling registration?

Nope!!! If it hasn't been regiastered before it will need IVA.
If you're not living life on the edge you're taking up too much room.
