Tin Top Decat Legality

I've got a tin top which was first registered in April '95. As this is before the August '95 cut off date does this mean I can fit a decat pipe without fear of failing the next MOT or falling foul of the roadside emission tests?

NO. You can only legally remove a cat if the vehicle it's fitted to was manufactured before Aug 1992, after that date if it has one it has to stay on from a legal point of view.

As said above. The cut off is 92 for mot. BUT. Alot of cars still go through the test with no cat so you could cut a cat casing off and weld it around the decat so it looks like it has a cat.
