Are front cycle wings required by law?

i have removed my cycle wings to re-do the brackets out of thicker steel to stop them flapping about so much but was wondering if I can drive the car without the cycle wings. I know they were required for IVA but would I get away without them on the road?

Yes. Wheels have to be covered to meet the Construction&Use rules.

I believe it's an MOT failure as well. I've seen posts on other forums where they talk about stretching tyres to ensure the tread stays under the wheel arch, just to keep it legal. I'm assuming the same would apply with absent cycle wings.
