im sure it can be done but why on earth would you want to? you will sacrifice economy, power torque, and driveability. efi is the future and has
been since the 80's so only the last 30 years.
dont say carbs are easier to setup. whats easier than tapping numbers into a laptop?

if you could fit carbs it will run like a bag of dog do, the cams will have been designed with fuel injection, and will have loads of overlap,
something carbs wont like. if you dont like the manifolds that come with the engine use some throttle bodies they will sound like carbs but you dont
sacrifice power and tractability. besides 4 carbs will be a pig to keep ballanced.
sometimes you are the pigeon, most of the time the statue.

My Zetec runs great on carbs - seems to be as good as the efi setups I've seen, and whatever anyone says it is much easier to set up.

A Mk7 Escort 1.6, will have the 1.6 Zetec-E won't it? In which I wouldn't bother with it, the 1.6 is strangled by small ports and valves
which makes it underpowered and asthmatic. A 1.8 or 2.0 Zetec-E would be a much better choice.
However, the answer to your question is yes, you could run the engine on carbs if you really wanted.
