Just reread your post for it being an app. Not sure if racerender is an app as such, but a windows/mac program. However Racechrono and harrys laptimer
apps do a video sync as part of their timing apps.

I also use dashware to overlay data and laptimes from my AIM Solo. It's really good but a bit awkward getting the video and data to sync.

I've been playing about with Racerender and the output is good. I do find syncing the video and data precisely is difficult, both these examples
