I have been helping my brother in law sort his factory built 1100cc kawasaki engined car for the MOT. There is no full beam on both sides so I suspect
a fuse problem. Problem is that I can't locate the fuse box! Any pointers.

I have a Fury and there's only about 8 fuses on an old escort loom. Its on the engine side of the bulkhead.
Could the problem be at the light stalk
Might sound daft but have you checked the bulbs. I get folks in at work every week with "wiring faults" because they have no head/brake/side lights and they've dismissed it being multiple bulb failures only for it to be exactly that.
as I remember it the escort used a lucas based loom, and certainly in the austin/triumph/etc version of this the 'flash' was wired
separately. -

Sounds like the headlight relay. If it uses one you should hear it click or failing that the chances are the indicator relay is in the fuse box so just locate the clicking noise from that to find the fuse box.
If it was built from an escort based kit, it is quite likely to have a mini/bmc based wiring loom as it used mini column switches, wipers, and rocker
switches and was the recommended approach.
They generally have one or two 4way fuseboxes for most things, and inline glass fuse holders for the sidelamps/hazards/flash.
On my striker you need your head in the footwell to see the fuses as they're behind the dash which isn't ideal, you may have a similar
layout.
Be wary that a fuse that looks good can also be at fault, the caps on the glass fuses are sometimes plated, this can delaminate and break the circuit
- i had to replace most of mine to stop random intermittent faults caused by this.
Here's a list of all the bmc wire colours and functions, it may help to trace any faults if the correct wire colours were used .
