A reversing light is not a legal requirement
But a fog light, on i believe anything registered after 1979 does need to be fitted and work

Fog or rear hazard on the off side or centre line of the vehicle for MOT. Must be 100mm from the brake light and regulation height minimum 250mm from floor.

Also, if its fitted (or theres signs that its supposed to be fitted), it needs to be there and work!

I found this out when they failed mine for not having a passenger handle to open the door. I knocked one up, welded it in and took it back that afternoon for a passed retest.

That depends on the item, some things are not testable e.g. front fog lamps could be fitted and not working but won't cause a fail.

If you want to fit a reverse light at some stage then a microswitch operated by the gearstick would be an option (mounted onto the gearbox so vibration doesnt affect the setting)
