This site gives lots of references to tapping foam padding on bits. This is now a fail during the test as I found out

The new regs say it has to look like it is a permanet fixture on the car.

To pass my car I used nut covers, to cover the headlight mounts etc I cut convuluted water tube in half and wrapped it around a cable tied it. To cover the track rod ends etc I just extended the steering rack gaiter. Cable tied again. I removed it after test.

To cover the radius of the front wheel arches I used some self adhesive door protector

Apparently split heater hose fixed with tie-wraps (over the track rod)has passed too.
