I did try some herbal tobacco about 30 years, hopefully it's improved since as it was disgusting. Have you tried E-cigarettes, seem to be very popular at the moment.

isn't this stuff for making a joint where the user doesn't want to use 100% weed, but doesn't want to use tobacco as the filler?

One of the legal highs is a dried herb soaked in strong cannabinols, sold as pot porri. I wouldn't be surprised if that was on eBay too!

smoked for over 40 years.
