Does this count for a locost ? - Number plate law

Trying to work out the best way to fit the front number plate. Surely a locost does not have European Community Whole Vehicle Type Approval and The vehicle's construction/design cannot accomodate standard size number plates (on the front at least ?

I know it states import but the decription seems to imply other vehicles.

I was told by my local DVLA office that I could use the new imprt spec front plate on my MK, because a full size one would be difficult to fit.
If a full size plate would intefere with air flow to the engine etc and could cause running difficulties, or if there is simply no space provided for a full size plate, a import style front plate may be used.
I still went and fitted a full size plate though cos you can only seem to get smaller ones by mail order.
