all uk volvo turbos have watercooled turbos from about 84 onwards .

for a 16t youll need an 850r turbo or an s/v70 T5 .

ive got a 16t if youre interested .

I've just put a new one on mine after spending most of the summer with the second hand turbo I originally used smoking!

Got the new one of ebay sent from Japan not as expensive as you would think! "LINK ebay TD04-16T"

If you ask him nicely he will send it as a gift and declared at a low value (well he did for me anyway)

I assume you mean the plate type thing with 3 fixing bolts? Its a recirculating valve or dump valve as more commonly known.

I already had a bailey dump valve so didn't use it (just made a plate up to blank it off)

There is no reason not to use it though! Holeshot racing use it on there conversions.

Ah, that makes sense, I can actually just see the port in the turbo air intake that would lead to the diverter/bypass valve. Not seen a turbo with one built in before though.
