An emotive subject but trying to see it from the school's point of view....
my daughters school has a 'zero tolerance on violence' rule.. if you get in a fight you get suspended - end of discussion..
the problem is when you start trying to judge each case individually you get into more trouble than you could possibly get by just suspending all
parties...
lets look at it from the point of view of the parents of that little shite bag.... (dont ghet me wrong i am not on his side!)
so little johnny is an angel as far as mummy and daddy are concerend and can do no wrong (pretty much the case with all kids these days). now look at
the video again... his punches are ineffective but when the big guy retaliates he can hardly stand up...
I think a policy of zero tolerance is the only way to go, even if the innocent suffer too...

Being pretty much the big quiet guy when I was at school, I completely and totally empathise with the big kid in the video.
He ended it there and then.
Regarding the suspension, I don't think they did him a bad turn.
"Take a few days off to chill out big fella, it'll do you good."
