I'm sure I've seen it before and I've got a feeling it's either a Nissan or a Dihatsu. It seems to have a Japanese sized plate
on the back.

Seen one of these b4. Think it was an Aixam, or similar French vehicle tax dodge.

Googled 2000 japanese only car and it came up right away. It's a Toyota Will Vi.

As above, it's a Will Vi. They're all over the place in Auckland. It took me a long time to stop retching every time I saw one.
The newer models are only marginally better.
The Nissan S-Cargo is another horror that used to be quite popular here. Luckily they're dying out now.
