I only know the dutch words...

Freesdoorn =milling-cutter arbor
en spantang = don't know

picture looks like an (dutch): Iso opname voor de frees.

call HBM or De Locloods they'll know what you need

i would call it a collet

The main body is called an ARBOR.
The COLLET is the segmented inner piece that actually grips the tool when the nut on the end is tightened. The collets come in various syles and sizes and are quickly and easily changed to suit whatever tool is to be used.
On some machines the coolant passes through the arbor and collet and fires directly onto the tool.
Trust me, I use these all day, every day.

The main body is a toolholder, probably a SK, BT or CAT 30 or 40 size for what look like Erickson or similar collets.
