i am looking at buying something from jersey on ebay secondhand, could this incurr vat or other duties?

Yes. Jersey isn't even part of the EU!!! You may well have to pay duty etc etc. Jersey post is also a bit slow sometimes (it's not part of Royal Mail- not that that is necessarily a good thing anymore!!)....
