
I sell items through ebay and I left "European Union" ticked in the postal options.
Tonight someone from Lithuania bought an item which normally posts to europe for £2.50.
They have an unconfirmed address......
The only option given in the paypal postage drop down is Global delivery which is £36.99!!!!!!!!!!!!!
I have refunded the money because the item is only £1.50.
Now I am getting the backlash 
As I understood it, there is no legal obligation on the seller to complete a sale.
You have refunded the money, what can anyone do to you?
They can't do anything except give bad feedback, but it is still hassle trying to explain why.

products into the basket, copy the html into your website and say goodbye to ebay fee's and poor feedback
just a thought if you're getting fed up with ebay (as I did).
