OT House driveway specialist coatings

Anyone know anything about these?

Seen a house with what looks like a thick liquid (bitumen?) poured all over the driveway area. Its black smooth and hard, amost as if they were trying to waterproof it.

Why are they used and what would they go on top of? Is it the cheap choice compared to tarmac for example?

Also, some of the leftovers have been painted onto the floor in the garage. Would have to chisel these off prior to painting the floor. If not, I'm wondering if it would be affected by welding sparks?

Could well be whats called a 'slurry seal' also used on paverments and school yards from time to time.

Its basical a cost affective way of tidying up old tarmac, and if there several patches etc, sealing it from water/frost damage. Although being thin there usally still visable.

Like anything bitumin based it will burn, but its not famable in terms of welding sparks.
