And be regarded as a legal destination for mail by the Royal Mail?

If you have a plot of land, but no proper house, can you have mail delieverd there?
To an American style post box, for instance?

If not, at what stage in the build can you have mail etc delivered?

I'm only guessing here, but some years ago the rules for elections were changed to make it possible for homeless people to vote. Basically they let people register addresses such as "The Doorway of The Wool Shop, The High Street, etc." and presumably they'd need to receive Electoral Roll forms etc. there, so probably anything's possible! Why not contact the Post Office and ask them?

planning dept will register an address once planning for a new building (dwelling, office, unit etc) is granted , then royalmail will allocate a new postcode if required.
i very much doubt u can get any bit of land registered as an address or there would be no need for postoffice boxes and would leave no end of possibilities for scams.

I know a few people who have mail delivered to narrowboats.

Well no, maybe only one! And i dont know how official that is. But its an interesting question.

Type "statutory register street naming numbering" followed by your local council area into google.

Hopefully that should take you to the council page telling you who to contact regarding getting a street name/number/postcode for the plot, and their policy for when it can be done.

I suspect generally once you have DPP for a dwelling and have started building would be the earliest. But it may be later as a lot of people moving into new builds have problems with them not being registered properly.

The form SNN1 they link to has a address and phone number of a likely looking department and some guidelines.
