Start price was £500 with a BIN of £900.
Got it for £510
At 15:49 I get an email saying sorry but the car was sold 1 hour ago and he had been unable to get back to cancel the auction.
I suspect that he didn't get what he wanted and is lying but can't prove it
Do I just accept his explanation or report him to eBay

Did the advert say that it was advertised else where? If not then report him. By having no reserve he entered into a contract of sale.

No need to let ebay ruin your mood - there's plenty of tosspots on there, just be willing to accept that some purchases/sales aren't going
to go smoothly.
It's incredibly frustrating and I've been through that many times, but I've learnt to just systematically neg. feedback + report them
and look for the next bargain!
Had a similar experience myself. I won a set of alloy wheels for £26 with no reserve. Seller then sent me a message that he could not sell at that price. I explained that he had a contract to sell but refused. So many sharks out there beware.
Similar to when I won an Alfa 155 for £486 with no reserve, phoned the seller on the number in that ad' an hour after the auction to find out
when I could collect it to be told.
"I'm not selling for that, its worth at least £1500"
Twat.

He cannot end an auction when there is less that 12 hours to run anyway. After that time he is contracted to sell to the highest bidder, so he should
not have accepted an alternative sale... if there was one!
Hopefully he will eventually get barred from Ebay ... people like him give it a bad name.
Surely if some one had bought via the BIN the auction would have been ended by it
