Your ISP may not be who they say they are as they often lease from the larger ISPs. TESCO uses NTL! and so on.

Some ISPs (certainly NTL do) use transparent web proxies. Also if you are on a lan or use a home broadband router of some description your computer is likely to have a private IP address which is translated by the internet gateway. Thusly your IP address will appear as the NAT gateway or proxy nearest to the signature generating software.
