You can wind the big nut down and clamp 'something' in between the two blocks. The groves in the blocks would suit round, square material
(and another shape, I can't remember or see from my low-res photo).
You can also hit the top of it with a hammer as shown.
Any idea what the hell it is?

Could it be for crimping terminals etc onto cables?

Looks like a tool to put the square section onto the end of a speedo cable.
Making up custom cables from a loose roll hasn't been done in my time, though I was shown how to do it once-upon-a-time... There's a roll of
speedo inner cable and a tool for doing it in a draw around here somewhere. The tool is similar to that but not as heavy.
I think its for putting nipples on throttle/brake cables etc.

has tke top jaw got some gorves in are they different shapes ?

It's a nail blackener, you screw down the nut with your finger under it the whack it with the big hammer, not that little claw hammer you have there. OK it's a heavy duty crimp really.

Another vote for putting the square bit on a speedo cable, in fact I remember using something similar in the dim and distant past. Fancy using a panel beating hammer for that job.!
