ebay price changed 0 bids

Hi there after a bit of help to something that is puzzling me lol

basically i found an item on ebay a set of mini clocks (gauges) now when i first found them on ebay they had 0 bids and were up for 19.99 i added it to my watch list as didnt want to bid as they still had a day to go, i have just looked at my watch list now 4hrs to go and still has 0 bids but is now 29.99 im confused surely the seller cant change the price/ starting bid so close to the auction ending???

Anyone got a answer as to what may have happend here?

Never assume that every body is watching an item with the intention of buying it, always put at least one bid in even if it is only the starting price.

I only really know it because I spent two weeks selling wholesale electronic components, buying 15 female header sockets from china and selling them for a perfectly reasonable price, they were not available anywhere that I could find in the UK, made about a tenner off it!

I thought it could not be amended within 12 or 24 hours of the end of the auction?
