I'm guessing it would take a few millenia just to take up the slack in the gears...

The guy has made one very simple mistake.
He has not labeled the faces of the concrete block. If he goes away and comes back again how is he going to know if its turned at all?
But Shirley, the block is moving fairly quick. As is the rest of the machine and the building its in......
