Youngest is 18 this weekend and having a few friends over.
We thought it'd be quite funny to give his friends party bags but having trouble on coming up with stuff to put in them.
Boys probably a can of beer/cider
Girls possibly small bottle of Prosecco..

I'd pretty much go for the same stuff as you'd give a 10yr old to be honest!
I assume you can't get those white candy sticks which looked like cigarettes any more, but nice to see
these things can still be got...

Top trumps (especially if somehow relevant to some earlier part of his life)
Disposable cameras (you may not want to see the prints)
Sweets
Water pistols
Silly hats or masks
Go on a ram raid to a pound shop
My friend made some Fun Packs for a stag do once. In them you found a torch, a Curly Wurly, a book of stamps, a digital watch with denim strap, a vodka miniature, a Bic-style razor and a copy of the Daily Express
