You can buy "hobby" ones but they're not very accurate. The profesional ones that garages use are expensive and need calibrating every 6 months or so.

Your best bet is a wide band lambda sensor and controller.
Innovations LC-1
This will allow you to directly read the air fuel ratio and tune accordingly.
I got my Zetec through SVA emissions of .45 at idle and .3 at 3000 with the aid of one of these. (and a cat)
I tuned the idle to 14.7 : 1 and 3000rpm (no load) to about 15 : 1 and made the map a straight line between the two and got through. Crazy realy because the rest of the map can be as rich as f*** and poluting as hell and it doesn't matter.
Not cheap though.
