Whats this? Some sort of warning light?

Picked this up off the ground [I'm not proud!] at Norton Cains [spelling?] service station. It looks like some sort of warning light to assemble onto; say a traffic cone? If I press its on switch once its steady on - press twice & it flashes rapidly. My wife says not to switch it on in case a big yellow sea rescue helicoptor starts hovering over our house.

Have you noticed you have 'lost' a few hours of your day since you pressed the button. It happens in America all the time. Especially in the South.
