
I've just bought a crash damaged scooter as a donor vehicle, A 2006 Piaggio X8 250. The battery is dead at 2 ish volts but with the charger
connected, the bike powers up. All the lights work, the boot release works, both off the key and the button, even the horn works.
It doesn't start or turn over. It doesn't make the slightest sound.
The key has an immobiliser chip in it and a pick up round the ignition switch. Both boot lids are closed, the stands are up, the master switch is on
and I'm pressing the button with lightning on it. Nothing.
What am I doing wrong?
try holding the brakes on,poss a cut out if its an auto to stop it jusrt setting off
Firstly..........you bought a scooter. 
kinda like what my car was doing, all the lights came on bright as ever, went to turn the engine and nothing, but the lights didn't dim down at all. new battery sorted it

A l;ot of scooters do indeed have a cut out switch linked to either or both of the brake levers.
Possibly though, If the battery is only showing 2 volts, then it is probably FUBAR.
Even with a battery charger connected, if the battery has any dead cells it is ulikely to relay enough power to activate the starter.
As it probably has a 12volt system. As a temporary tester you could try to start it with jump leads ans car battery. The starter will only draw the
current it needs.

i always though bikes were 6v, only recently found out many bikes are 12v, but i'd have thought scooters would still be 6v?

It will be 12v, nothing uses 6v any more. I'd go with the brake but if someone has tried to hotwire it it may be the cdi.

As said normally The brake lever needs to be held in. Usually the rear??
The battery needs to have a very good charge in it to turn over iv found from past experience. Mainly apprillia's and the like so i would
imagine a piaggio would be the same? I spose its too new for a back up kick start.

The garage door lock was frozen shut this morning so I'll try jump leads and brake levers this evening.
22 BHP from a scooter might not be a lot but then neither is the estimated 260kg kerb weight. BECs are so passee, SEC is the way forwards.

Been following your project and wonder if you will create the vehicle as a trike or a "heavy quadricycle"?
Looks like MSVA for a trike allows bigger (more powerful) engines than the quads. 15Kw max for the quad.
I note that the Piaggio X8 250 is rated at 16.2Kw...
It lives, mostly. You have to have at least 1 brake on and a good battery. Even with my Peugeot connected with jump leads and it's engine
running, the scooter engine struggles to turn over, pulling the voltage down until the relay cuts out and the voltage recovers.
About 1 attempt in 4 it turns over just enough to start but only runs if you put a bit of throttle on. Lift off and it dies. Still, it ran enough to
get a bit of heat into it.
