I'd have thought that would be classed as un-roadworthy myself. Those tyres really cant be seated properly on the rims can they!! Looks dangerous and stupid to me anyway.
Apart from the protrusion aspect it's on Racing Slicks --- "Not for Highway Use" ----
Does anyone remember a certain cigar advert and the Carlos Fandango supe wide wheels?

Should be illegal for just how stupid and chav it looks
Yeah i remember that. They were on a white Ford Anglia 105e. Brilliant ad 
I think he started with 20" 80 profile tyres and just wore them down with the wheel arches to fit

Is the rule something odd like the body work has to cover the tread - or so much of the wheel - or must the wheels be completely covered? - maybe not

From the picture the surface area of the tyre is not protruding so spray suppression is not an issue. Looking at the tyres Id have to agree that Id poss bet my mortgage that they are marked for off road use only. Apart from that on the face of it its fine.
I think not having a rear bumper would add to the equation.
