Highways Agency lecture on the M42 improvements and black boxes.

A colleague of mine went to a lecture yesterday given by someone from the Highways Agency. Firstly, aparently, he talked about the variable speed limits and use of the hard shoulder on the M42. They have recovered all of their costs in fines already. They have determined that the intermediate future is digital, including ANPR cameras that track your position and speed.

Their "official" figures state that the scheme has increased average speeds from 38 to 49 MPH. He aparently suggested that the truth wasn't that marked.

He then went on to talk about black boxes. The British and Germans are putting together a spec of a black box to be fitted to all cars in the EU within about 10 years. It will communicate to road side devices and the police and will record acceleration, deceleration and speed, both from wheel sensors and G sensors. This information will be read out after accidents and at MOT tests and you will be charged for your road usage. Not only that but the police and DVLA can broadcast to your car to bring it so a halt if you don't pay your tax or to stop police chases.

Like most new laws, it wont be restrospective to fit on old cars.
I expect it will become a requirement on new cars only and they wont pay road tax, and then be charged by the box.

We will wait and see what the future brings.

Hmm yeah and cars will ‘drive’ themselves while flying through the sky powered by miniature nuclear reactors

Yet another vast amount of money about to be wasted by naive politicians on some pipe dream sales pitch. Bet it comes to nothing due to ‘unforeseen technical difficulty’s ’ after an obscene amount of money has been wasted on it no doubt.

Mr Whippy you are SO cynical.

This seems like a brill plan to me, can't see any issues with at all. I mean I bet you can't even quote a single transport ministry plan thats gone tits up.

SVA, for example, was excellent. IVA more so.

These government people aren't very bright are they but are very keen to waste, no I mean spend, our money.

So increasing the number of lanes on a congested motorway from 3 to 4 resulsts in an increase in avereage speed.

Well I never!!! who would have thought of that. Still pathetic if you think about it - a motorway where you can legally hammer at 70 mph has an average speed of less than 50 mph!!!

And these black boxes used to track and stop non road fund licence payers. How much will that techmology cost?

Simple solution is to ditch the tax and slap it onto fuel. Would save loads of money for people employed to process this too.

But that would not be Big Brother enough. I am surprised the Germans are in on this though.

I don't like the thought of my vehicle being under someone else's control either. The obvious and most challenging issue will be the potential inability to or penalisation for reacting to a "real world" driving scenario. A mix of equipped and non-equipped cars will make it all the more difficult.

Will 2nd hand car prices rise - if you think that will happen you should probably start using the bus now. The government will legislate, MoT and tax older cars off the roads very quickly. Look at Japan where cars have a very limited road life.

My own longer term view is one of necessary pain and change for transport. The current and ever increasing traffic levels are not sustainable. Unfortunately our succesive goernments have tip toed around the issue for too long fearing loss of favour (a failure of our governing systems as much as anything).

I certainly don't have the solutions, but I strongly believe the car as we know it is not the answer.
