OT designing and making apps
I want to make an app for business use, its a kind of questions and answers thing with the questions relating to EHS and quality topics. I have found
an app called KESremote on iTunes which is almost exactly what Im looking for, but you set the questions online. The problem I have is I need to do
this offline as the questions are security related. Can anyone suggest a programme that will help me design an app.

when I was a student studying machine intelligence we used some software that did just this (20 years ago ). I've tried to remember what it was
called a few times with no success. in the end we downloaded a windows install of mediawiki and used that. basically every wiki page was a question
and the links were possible answers. worked really well for me as I wanted people to expand it as experience found new questions.

It may not be applicable because of the security requirements, but I used a forms app which connects to google docs.
This presents as a forms app on the iPad and data collected (can be offline too) then makes its way back not google docs and can be looked at in a
spreadsheet.
This was used to survey people at a presentation.

Something like survey monkey not sure whether this could be used as an app
