I the Netherlands you see a lot of these little cars.

As the car has an engine which:

Petrol; 49 cm³ and construction-speed of max 45 km/h
Diesel; 4 kW and and construction-speed of max 45 km/h
Electric; 4 kW and and construction-speed of max 45 km/h

And don't weight more the 350 kg.
The car is a moped and you need a driverslicense for a Moped.
So 16 year olds and old people who lost there car-driverslicense drive around here.

Scary but he, the can drive around!
