Have you tried the BBC "Jamcams" they don't seem to work during the night,
but they refresh well during peak hours

Love is like a snowmobile, speeding across the frozen tundra.
Which suddenly flips, pinning you underneath.
At night the ice-weasels come...

http://www.hanet.org.uk/
and
https://www.vihedgeclient.org/
But i you wont be able to get a casual account.
I have an account but its for work use only...
That said http://keepmoving.co.uk/home_jamcams.aspx seems to be the same output as HANET which probably means that they are paying for a commercial
feed from the cameras.

I work for a CCTV software company, a lot of those cameras aren't actual video cameras, they are number plate recognition cameras.
If you're that bored you can watch me and a few nerds at work!

Not quite correct, I work for the major contractor who supplies the control software (which i wrote a good part of)for ~80% of the countries regional
control centers.
The vast, vast majority of the new 2nd gen cameras are PTZ and are only for allowing the HA to look at traffic flow/accidents and 3rd parties(BBC,
RAC, AA etc) may subscribe for camera feeds too.
The only ANPR cameras i can think of would be the Active Traffic Management cameras round the M42.
IIRC SPECS cameras are not part of the HA's VIH 2nd gen CCTV system.
