Christ...how do you manage to get vertical cracks like that up a head tube...

why would anyone repair it like that and not instead replace the entire tube, that would be the strongest and safest method. I would be very unhappy indeed with that repair.

That frame should have been written off and cut up for scrap. Even if it is very nice Pace externally butted square tube frame.
