For my 1967 car (so may not apply) if they were originally fitted then they have to be present and serviceable, if not originally fitted - no rule to
say they have to be fitted - though you'd be daft not to.
If aftermarket - they also have to be serviceable - but AFAIK there is no rule about what for they have to take (eg lap, static, 3 point).
Chris
Edited to add - only a 2 seater - so no idea about the back - but would expect the same rules to apply

I believe you need 3-point ones -
1965
It becomes compulsory to fit seat belts in the front of cars built in Europe.
1967
New cars in the UK must be fitted with front seat belts by law. Great Britain requires 3-points in front outboard positions.
1968
Great Britain requires retrofit of 3-point belts in front of newer cars
1987
Rear seat belts required to be fitted to new cars.
1989
Wearing rear seat belts becomes compulsory for children under 14.
1991
It becomes compulsory for adults to belt up in the back.
My beetle is 1972 and has 3-points as standard, laps in the back. Many older cars don't have upper mounting points in the rear.
I you are fitting 3-points, inertia reels are the only way to go IMO
