You will need a host with MYSQL and PHP at the very least. There are a number of free shopping cart solutions out there, some of which are very good. They have templates which you basically plug in and maybe alter the logo etc. Its pretty easy.

What are you looking for?
Something nice and simple - couple of static pages maybe?
Or something a lot more advanced with an editor so you can update it yourself?
If you just want a basic site HTML and CSS can get you up and running.
Take a look at http://www.w3schools.com for a good grounding.
If you want something more complex you could possibly use something fairly useable like drupal or wordpress but unless you have some time to learn them and get that base in HTML, CSS and even PHP you may struggle.

You will also need hosting and a domain for the website. Im not going to recommend anyone as im sure self promotion would be frowned upon...

Ah ok so would you actually want a full on shopping cart or maybe more of a show case linking to your ebay shop? (dont forget the trusted brand which is ebay!)

If you do go the full cart setup you could just grab Zen Cart, Magento or OsC (OsCommerce) but you will still need to spend a lot of time making it look good otherwise it will look like 99% of the other shopping sites and no one will trust you.
You would also need an SSL certificate and payment processor, even if thats just paypal.
Dont forget to keep your script up to date. Nothing like a hacked site to ruin your reputation!

Check out Magento and OpenCart or if you want to integrate an information website also you could try Virtuemart Which is a module for Joomla which has a ton of other modules and you could also incorporate one of several Forum softwares.

If you are looking for an online shop, I've recently set one up using a freeware product called Cubecart. Simple shop, but very effective I think - its at:

www.spacekids.co.uk

It was relatively easy to get sorted, if you are technically literate. I would recommend Cubecart highly.

I built this as my own venture, but could produce a shop for you through my web development firm, thought media. If you just want some advice I would be more than happy to share experience - u2u either way!

my old man does a service like you need, its small scale and he is easy to work with. main advantage is you are only dealing with him and its all suited and tailored to you. you can have access to the site as an admin and change text and pictures for you special deals etc.

he is not a million miles from you either and is up front with his prices.
