lol if only it was as easy as this...
http://www.ehow.com/how_4689511_build-brick-garage.html
i see they've got instructions on building your own jet airplane...
1 build jet engine
2 build fuselage
3 start engine
4 enjoy flying your own plane

i tried a quick look on google, nothing much there, but if you can find anything about building a house, use that as your standard.
concrete base for the floor, i'd say about 9" would be enough. probably about the same for the foundations actually.

but i'm no builder... but we did make a concrete base for a shed. 9" deep and doing well. we also did a retaining wall for the garden, only 8 courses high though, again, foundation of 9"
foundadtions were concrete too, with crushed bricks /big rocks as hardcore with concrete on top

Can't help with any regs, but THIS SITE should supply you with some inspiration

It's John Beardmore's (JB on here). I'd kill for a garage, or even some nice smooth tarmac to lie down on

I've had a quick read of John's website and it all looks OK to me.

It's quite a good guide all in all.

Cheers
