road clossure

my girlfriends mothers boyfriends house(right have you got that) has been blocked off completely by the closure of a main road for the purpose of "the big weekend" an organised local wee up involving fair round attractions and live music and the like. whilst he is able to get to and from his house now he will have no access for approx 48 hrs starting from the morning. is that legal should he have been asked by the council first or somthing, its a council run event?

He has to be given access. When a proper horsedrawn gypsy caravan tipped over right outside our driveway and a girl was killed they had to let us go up to our house.
