setting butterfly on a bike carb (junlin)

Got my godsons moped to have a look at tomorrow and need to strip the carb down and clean.

silly question but when replacing the carb and throttle cable, should the butterfly be complety closed or should the butterfly be slightly open.

or do you wind the idle screw complety out, fix the cable so butterfly is closed and then use ide screw to open butterfly.

hope that makes sense, if anybody else has tips on a 4 stroke junlin 50cc let me know as it can be fine for a couple of weeks and then a complete pain to start.
