my freind has received similar from 2 US lotteries, winnings for 10,000 USD.

Obviously they want a fee to cover the transfer of money.

surely if it was not a con, they could take the admin charges from the winnigns - who is gonna mind if they reciever 9,980 instead of 10,000 for nowt?

I still find it incredible that anyone can be stupid enough to go for these things - terrible thing greed!
