The usual software solution for Flash is Macromedia Flash MX which is neither free or cheap to buy. But this is what all the Flash programmers i know use.

I know that isn't vastly helpful, however you can download a free trial of Flash MX and there are also some free/cheap tools out there I just dont have any experience of them.

There are links to most of the free/cheap ones HERE

SWiSH has a good reputation, but isn't that cheap at something like £75. Personally i would start with the free trial of Macromedia Flash MX as there are more tutorials about for this. Then when your trial runs out you can make a more informed decision

Hope there is something vaguelly useful in my mutterings.

I have Flash MX - it isn't the easiest of programs to master either, but can be very swish.

I'd agree with trying the trial version first - it could even put you off when you see how difficult it can be to get decent results.
