That is just plain OTT, but then you would if you could wouldn't you
This quote got me....
"Testing out the new workshop (major service on a 355 Ferrari) before finishing the walls. Additional cooling, ventilation and lighting would
be added to make working in the shop more effective and comfortable."
....what's wrong with an extra layer in the winter and no shirt in the summer?

ok ok, very nice.
But if you ignore the sheer square footage the guy has, I reckon a fully tiled garage and maybe some ikea units for neat storage wouldn't cost
that much.
I have put our old ikea wardrobe in my garage. This has 3 drawers and two swing opening glass doors. Holds most of my gear in something that would
have ended up at the tip.

If i had clients with expensive cars they would probs want to see that sort of stuff im sure. However as you say above, the average hobby garage can
be very nicely decked out with old household stuff. Ive just bought a house to do up and instead of hiring a skip ar damaging my car going to the tip
ill put the old kitchen in the garage and get some nice free storage in there.
Tiles are great but not really needed. Painted floor and white washed walls would sufice. At least then overspray etc can easily be covered over.
