National Parks Planning Restrictions???

Here's the deal.....
So of you may have picked up from my previous ramblings, that I'm converting my garage into a house. It was a house in the early 1940's. When I moved into the property in 1995, I enquired if it would be possible to convert the garage and the guy from North Yorkshire Moors National Parks had a site visit and said that as there was no room for extra parking and the access would be shared (down my drive), it would be very unlikely that permission would be granted. However, he pointed out that as the garage was joined to the house, it could be turned into an annex or granny flat. This would not need planning permission but the converted garage could not be used as a separate dwelling. It would always be a part of my house and could not be sold separately.
Recently, I had a chat with the guy who owns the pub next door and the carpark which is directly behind my garage. By foul means or fair, he's agreed to me having a slice of his car park. This gives the garage a parking space and it's own access. I contacted the NYMNP and they insist that planning permission would still be frowned upon, as the houses are in close proximity to each other (unlike a terrace?!!)
So, if I convert the garage with all the windows facing over the pub carpark, so as not to encroach into my back yard, what's the procedure for changing the 'Annex Status' once the building work is complete? The converted garage will have all the things houses need. ie. parking, covered area for bins, access, views (!!) etc.
I'm sure you guys must know the answer!

Speaking with my professional hat on I would strongly suggest you employ the services of an architect and I certainly wouldn't spend a penny on the conversion until you get planning! It's difficult without having seen any plans but if the National Parks bloke AND the planning department both told you straight off that you don't stand a chance.......hmmmm - you mention the garage used to be a house which might help you out but the planning dept could d*ck you about for years with this one and then just say no anyway.......

Sorry if I've not explained better. The planning guy IS the NYMNP guy! They have said that I can convert the garage into a house so that's what I'm doing but I want to know how to detach it from my deeds once it's done!
