Sluggish performance when cold.

I have recently been getting somewhat sluggish performance (in 1.5-3.5K rpm ranges) when my (some day) doner car's engine is cold. Any ideas on what this might be?
The car is a 1991 Toyota Camry 2.0 4 cylinder.

My first guesses were:
Wrong gapping on spark plugs?? (regapped to spec, no change)
Oxygen sensor failing?? (haven't looked yet)
Or maybe it's a plugged air intake? (replaced filter month before the problem)
Something died in my exaust tube? (no smells though.)

Any thoughts or suggestions on what it might be, or an easy way to get a bit more torque?

does it have a supplementary cold running valve (fuel system)?

I don't think so, I've never heard of one of these in a Toyota, but I may be wrong, as I've never heard of one at all!!
