I've just had the engine out to fix oil and water leaks. When I start it now, it gets upto about 25psi pressure only, is that OK?

Is that 25psi at idle or 25psi at speed? If its the latter that would seem rather low, although I can't be 100% sure without knowing which engine it is. Often the rule of thumb is 10psi for each 1000RPM. Might want to check that the pick-up isn't obstructed if it worked before. Cheers!
Its at idle. But it comes upto that very slowly, and doesn't move when I rev the engine

when revving or driving you would expect the oil pressure to rise. Maybe hard to see if the car is stationary as there won't be any load onthe
engine. all imho of course.

Not sure what exactly your readings should be (maybe 25 psi at warm idle and 50-70psi at 3000 RPM?), but they are low.
The oil relief pressure valve is all it could be, short of needing a rebuild. Suggest getting a shop manual for your engine, to find out where
it's located and how to service. Or you could peek at one at the auto parts store, like I have been known to do
