Wire brush on a drill works ok

Spin the valves up in a drill (pillar is best, or hand drill in vice) and use varying grades of sandpaper (start coarse, finish fine). Just make sure to avoid the valve seats and stems

Get it chemically cleaned, comes up like new for not much money.

gasket stripper on the head and a bench grinder with a wire brush for the valves

anything thats a sodium hydroxide based cleaner shoud shift it off

oven cleaner is cheap and easy to get hold of or gasket remover is another option
