I'm about to change my 1300 xflow for a 1600 and I only have the one set of rocker gear.
My question is ... can I use the gear for the 1300 on the 1600 head?

Surely you are not using the same pushrods are you. The block is taller is it not? if its just the shaft and rockkers i would have thought ok.

Didn't get as far as the head, the engine was a little tight so we put it in without the head and tried to get it turning. Didn't manage it
so it looks like that crankshaft DOES need regrinding
Get that done this week and get the engine in at the weekend.
If engine doesn't turn over it may be that the pistons have siezed in the bores? suggest removing sump and big end caps after marking them so that they can go back in the same position, then try pushing con rods and pistons up the bores , if they move DO NOT push out of block. With pistons lifted off of crank turn crank if possible. At least this way you should be able to tell if crank is siezed suspect it's more likely to be pistons! IT IS possible to remove sump on a crossflow with engine in car, the plate between engine and gear box makes it akward to get at rear sump bolts , slacken bellhousing bolts and ease engine forward to gain clearance. HTH
We took it apart.
The pistons are fine, the bores have just had a rebore, new rings etc.
With the big end bearings torqued up to spec. and the crankshaft bearings slightly loose the engine turns, but as soon as the crankshaft bearings are
torqued up then it won't budge.

Fords used to line bore the mains on some crossflow blocks to a larger diameter , these blocks then used larger outside diameter bearings. May be worth your while checking the thickness off your bearings ? See Burtons catalogue as it explains things a bit better than me
